Hartz Mountain Industries, Inc. is the contract purchaser and proposed developer of the project. The project as proposed consists of 5 industrial buildings totaling 2.5 million square feet in size. This is a spec project, meaning Hartz intends to seek approvals and build it out without first having tenants committed to the space. The project will comply with the local requirements for parking, building height, setbacks, stormwater management and other design and operational elements. The buildings will be no taller than 45 feet in height and, given the unique topography of the site, will not be visible from the surrounding roads, with a couple of minor exceptions along Howard Boulevard.

All truck traffic will enter and exit the site via Howard Boulevard. Trucks exiting the site will only be able to make a right turn onto Howard Boulevard in the direction of the Route 80 interchange. The site and driveway have been designed to avoid truck traffic within Roxbury. A new acceleration lane originating at the site driveway will minimize impact of truck traffic heading north to the Route 80 interchange, and a dedicated left turn lane into the site will minimize impact to the southbound traffic on Howard Boulevard. The existing entrance into the site at Hercules Road will remain, but will be available only for emergency use. Hartz already has studied the traffic impacts of the project: among other findings, the study concluded that the driveway intersection at Howard Boulevard will operate at comfortable levels and have no significant impact to traffic on Howard Boulevard.

Of the roughly 820 acres being acquired by Hartz, only approximately 213 acres will be developed by Hartz for commercial use, and in excess of approximately 500 acres will be preserved as open space. Hartz will maintain existing trails within that open space for use by the public. Of that open space, approximately 250 acres will be dedicated to NJDEP for permanent preservation.
